[ACCEPTED]-Handshake exception occurring when connecting to SQL Server Azure with .NET 4.5-azure-sql-database
Most likely you have some application installed 18 on your computer that is using deprecated 17 network protocols to intercept network traffic. The 16 correct solution is hopefully to disable 15 or uninstall those applications.
Run the 14 command line command netsh WinSock Show Catalog >> winsock.txt and then notepad winsock.txt to open 13 the file.
Look at every Winsock Catalog Provider Entry returned. If the 12 Service Flags value has the 0x20000 bit set then the 11 provider uses IFS handles and will work 10 fine. If the “Service Flags” 0x20000 bit 9 is clear (not set), then it is a non-IFS 8 BSP or LSP and could be an issue. Try disabling 7 this application and let us know if it then 6 worked.
Ignore the “Name Space Provider 5 Entry” when you are looking at the text 4 file results. They aren't the problem.

The key to understand the problem here is 22 the provider and in your case it is "SSL 21 Provider" and the main problem is that 20 connection time out. If problem was related 19 with "TCP Provider" there could 18 be several reasons related with network 17 etc however in your case it is a security 16 related issue within the connection framework.
Next 15 step to investigate this problem is that 14 on the same machine, you can connect from 13 SSMS to same SQL Database however not from 12 IIS which means the IIS application process 11 is not able to get proper certificate to 10 create the SSL tunnel to create the successful 9 connection. It is possible that you have 8 some log written System Event log so please 7 check there.
Because you are using Entity 6 Framework and depend on EF version there 5 are some changed in the connection string 4 so verify if that is what you have:

Finally 3 if you are using EF 4.3.1 and connecting 2 to SQL Database please have a look at this article 1 and check if you have similar configuration.
This issue is reported in microsoft connect 10 site here. Solution is availabel here. You need 9 to remove non-IFS LSP installed Winsock 8 Catalog Provider. Sometimes some software 7 already installed on you machine may cause 6 issue. In order to remove non-IFS LSP first 5 run the following command on command prompt 4 to see the application causing issue (ref)
netsh winsock show catalog > LSP.txt
see 3 the output and analyze the application causing 2 issue and uninstall it. hopefully it will 1 resolve the issue.

Just another tip: SQL server could be out 4 of memory. I had this error and when I checked 3 SQL server computer, the SQL service was 2 using 15G of memory, out of 16 total. So 1 restart the service to fix.
The problem ended up being vs11 beta.
If 4 you have this problem you need to do the 3 following :
1) Uninstall vs11 beta and .NET 2 4.5 beta
2) re-install .NET 4.0
Watch everything 1 work again !
I had same issue with SSMS 2012 but all 5 worked fine on SSMS 2008 on the same box 4 connecting to the same remote server.

Then a message 2 appeared saying encryption was not supported 1 connect without.
When I did everything worked.
If you are using dot "." or partial name 3 of server (without domain name) for data 2 source, please try with actual SQL Server 1 instance name with complete server name.
